If an unborn child feels no pain, is he any less of a person?

I just read a report that says that fetuses don’t feel pain before the third trimester, so when aborting them there should be no need to suggest anesthesia. Like because the brain isn’t functioning to the point where they are conscious, then its no big deal to kill them.

Does that mean that a person with a low tolerance for pain is sub-human then?

If brain activity is the measure of personhood, does that make smart people more human?
